Spanish experience
Spain has made a big bet for ICT in the project Health in Line, coordinating efforts and funding from the Ministries responsible for Health, Industry and Information Society
The Spanish Healthcare System: Basic features. Since 2002, the Spanish health system is composed of the 18 Regional Health Services (RHS) of the 17 Spanish Autonomous Communities (Regions) and of INGESA (Cities of Ceuta and Melilla), coordinated by the National Health System (NHS). Its basic principles, as established in the Spanish Constitution (1978), in the General Health Act (1986) and in the Cohesion and Quality Act (2003), are:
- Universal coverage, free access to medical care;
- Public financing, mainly through general taxation
- Integration of the RHS in the NHS;
- Decentralization and regional organization on health areas and basic health zones
- Developing primary health care with emphasis on promotion, prevention and rehabilitation activities.
An inter-territorial Council in the NHS (CISNS) acts as a coordinating body. It is chaired by the National Ministry and the members are the Regional Ministers.
