<p>2010 means a breaking point in EC institutional and policy development. Since December 1st we have a new Treaty, a new President and presidential structure. A new Commission will be in office on the following months. The Lisbon Agenda is coming to an end a whole series of strategic documents are being reviewed in the framework of a post 2010 Agenda. Work is also being made in face of the next financial and programming periods, in particular regarding Innovation, Research and Cohesion Policies. The Council Conclusions of the Swedish Presidency of 1st December mean a further step in the integration of e-Health in community Health policy. As a consequence, e-Heath should also be taken into account in other relevant Community policies. The Spanish Presidency has the vision of an e-Health policy fully integrated in the post 2010 European Agenda and contributing to its main goals of economic recovery, growth and employment and economic, social and territorial cohesion. This global vision could stimulate further development of post <strong>2010 e-Health Policy objectives</strong>, such as:</p>
<ul>
<li><strong>e-Health for a healthier Europe</strong>: ensuring quality and continuity of care in the European Health Space.</li>
<li><strong>e-Health for sustainable growth and employment</strong>: a healthy citizen for an efficient economy.</li>
<li><strong>e-Health for innovation and social change</strong>: technological and social creativity and innovation to improve living, working and ageing conditions.</li>
<li><strong>e-Health for local and regional development and cohesion</strong>: e-Health as a determinant of economic, social and territorial cohesion.</li>
</ul>

			<content:encoded><![CDATA[<p><a href="http://ehealthspain.eu/wp-content/uploads/2010/02/new-action-plan.gif"><img class="alignleft size-medium wp-image-55" title="New action plan" src="http://ehealthspain.eu/wp-content/uploads/2010/02/new-action-plan-300x165.gif" alt="New action plan" width="300" height="165" /></a>After the accumulated experience it is time for a new Action Plan, facing challenges as: crises; ageing population; sustainability and efficiency in the public sector; and economic and  social inclusion. e-Health has received a great impulse in the European Union through the Actions Plans e-Europe 2002 and 2005, i-2010 and the 2004 Action Plan for a European e-Health Area. The most relevant financial instruments, such as the Structural Funds, the Competitiveness and Innovation Programme and the 7th Framework Programme, are making important contributions to e-Health projects and infrastructures in the 2007-2013 period. A series of yearly Ministerial Conferences, started in 2003 in Brussels, have also highly contributed to this impulse. In 2006 Spain had the great honour of hosting the Conference in Malaga and 2010 will be a new opportunity of hosting it again in Barcelona, in March, under Spanish Presidency. In the development of programmes and conferences there is an accumulated knowledge and experience to give a new impulse to a renewed Action Plan. In particular, facing new European challenges as: economic crises; ageing population; sustainability and efficiency in the public sector; and economic and social inclusion.</p>

<blockquote><p>Develop the Conclusions of Swedish Presidency Council and propose new Ministerial Agreements to further integrate e-Health in Community policy and implement governance mechanisms.</p></blockquote>
<p>The 1st December 2009, the European Council, in its Employment, Social Policy, Health and Consumer Affairs formation, has adopted, under Swedish Presidency, Conclusions on “Safe and efficient healthcare through e-Health”. The Council recognises in them the need for further political leadership and to integrate e-Health into Health policy in order to develop e-Health services on the basis of public health needs. In order to further develop common action in those directions, the Spanish Presidency will put emphasis in:</p>
<ul>
<li>Further integration of e-Health in European policies</li>
<li>Implementating reinforced governance mechanisms.</li>
</ul>
<p>The Spanish Presidency will propose specific operational objectives and milestones in order to conceive and implement initiatives to:</p>
<ul>
<li>Reinforce leadership and political and strategic commitment</li>
<li>Building confidence and acceptance, in particular in professionals and patients</li>
<li>Bringing legal clarity and ensuring protection of data</li>
<li>Solving technical issues and facilitating market development</li>
<li>Making e-Health an important issue in regards to other policies as: Competitiveness, Growth and Employment, Information Society, Research, Innovation and Cohesion.</li>

Barcelona International Conventions Centre (CCIB) will open its doors from March 15 to 18 to receive the European meeting most attended by the healthcare sector interest groups.</p>
<p>With 2,500 delegates expected during the eHealth week, representing the majority of eHealth sector: ministers, members of the public administration, clinics, suppliers and managers of information and informatics systems, the eHealth week promises to be the central European event of the year in the health IT sector.</p>

Over the last 15 years, the RHS have prioritised different lines of action in the field of ICT and, despite certain diversity in functional designs, all regions coincide fully in four major lines of action:</p>

<li>A reliable system for user identification, the Individual Health Card (IHC);</li>
<li>Development of Electronic Health Record (EHR);</li>
<li>Integrated processes for the provision of pharmaceuticals: prescription, verification, dispensing.</li>
<li>Previous appointments on line with primary care doctors and specialists.</li>
<li>Devices for remote diagnosis and treatment (telemedicine).</li>
</ul>
<p>The NHS Quality Plan embraces these common lines of action, extending their benefits to the NHS as a whole, within its Equity, Quality and Innovation Strategy</p>

<p>The availability of a system of interchange of information in the NHS, with a Central Node of communications, agile and of maximum safety, is another requirement sine qua non for the development of the project. <a href="http://ehealthspain.eu/wp-content/uploads/2010/02/equidad2.gif"><img class="alignleft size-full wp-image-82" title="Digital Medical Records in the Spanish NHS" src="http://ehealthspain.eu/wp-content/uploads/2010/02/equidad2.gif" alt="Digital Medical Records in the Spanish NHS" width="450" height="393" /></a>A common Data Base has been created for all Regional Health Cards (RHC), which provides an exclusive NHS’ code of identification for every citizen. This Database is managed both by the Regions and by the General Administration, and integrates information from all the IHC in the country, as well as relevant information from the General Treasury of Social Security (situation in social security) and from the Department of Justice (deaths). Under coordination from the MHSP, 37 scientific societies in the field of health have taken part in the analysis and proposal of common contents in the clinical reports for the whole NHS. Other societies, in the fields of Health Law and Bioethics and associations representing the Civic Society, have also collaborated in the proposal for functionalities and conditions of access and use of the information. As a consequence of this collaboration, a project of Digital Health Record in the NHS was formally agreed by consensus with the Regions in the Inter-territorial Council of 10th October, 2007. At this moment a Pilot Project has been initiated in two regions: – Balearics and Valencia-, Murcia will soon initiate. In the next months it is foreseen that other 7 regions will be incorporating this solution in some of their centres, in pilot phase. The evaluation of the pilots will be done at the end of the year and, except unforeseen difficulties, full deployment would begin in the National Health System in 2010. The Ministry of Health ans Social Politics has created a Health Intranet to service this project, allowing the interchange of information between the Regions through the Central Node of the National Health System.
